Cabinet welcomes UAE leader’s order to release Qatari citizens

The weekly Cabinet meeting, presided over by HE the Prime Minister and Interior Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani, welcomed UAE President Khalifa bin Zayed al-Nahyan’s order to release the two Qatari citizens who were detained in the UAE.
The Cabinet hailed Sheikh Khalifa’s decision and stressed that the release did justice to the citizens.
The cabinet expressed the pleasure of HH the Emir Sheikh Tamim bin Hamad al-Thani and the people of Qatar at the return of the citizens, stressing Qatar’s keenness on deep ties with the UAE, particularly in the prevailing circumstances in the region, which call for cohesion and rising above temporary differences.
The Cabinet then reviewed issues on the agenda and took a set of decisions and measures. It ratified a draft law amending some provisions of Law No 8 of 2008 on regulating the work of commercial agents.
According to the amendment, a commercial agent is anyone who is solely licensed to distribute commodities and products or offer them for sale and trading or carry out certain services in exchange for a profit or commission. The agent’s registration is renewed annually within two months of its expiry.
The Minister of Economy and Commerce, or whomever he delegates, is entitled to reconcile in crimes stipulated in the law at any stage of the case before a final verdict is handed, provided that half the maximum fine is paid and reasons for violation are removed.
A decision by the minister shall issue the regulations and procedures for licensing commercial representation offices for non-Qataris. Such offices are to be used for promoting the products of these persons without practising commercial business.
During the meeting, the Council approved a draft Cabinet decision on amending the formation and terms of reference of the appeals committee relating to expropriation of properties in the public interest.
It also approved the Health Minister’s draft decision on adding some substances to the tables annexed to Law No 9 for the year 1987 on counter-narcotics, dangerous psychotropic substances, and Law No 19  for the year 1993 on the circulation of psychoactive substances regulation.
The Cabinet approved Qatar’s membership to the Advisory Board of the United Nations Centre for Counter-Terrorism (UNCT).
The Cabinet took steps for the ratification of
A. Air services agreement between the governments of Qatar and Benin.
B. Air services agreement between the governments of Qatar and Liberia.
The cabinet approved holding meetings of:
1. The 3rd session of the Qatari-Belarusian joint committee on economic, commercial and technical co-operation. (Doha - September 2015).
2. The 1st session of the Qatari-Greek joint committee on economic and technical co-operation. (Doha - September 2015).
3. The 1st session of the Qatari-Slovenian joint committee on economic and commercial co-operation. (Ljubljana- October 2015).
4. The 1st session of the Qatari-Cypriot joint committee on economic and technical co-operation. (Doha - November 2015).
5. The 2nd session of the Qatari-Tajik joint committee on economic, commercial and technical co-operation. (Doha - December 2015).
6. The 4th session of the Qatari-Italian joint committee on economic and technical co-operation. (Doha - December 2015).
The Cabinet studied and took appropriate measures regarding:
1. Proposals of the Ministry of Youth and Sports Ministry on relevant legislation.
2. The note of HE the Minister of Development Planning and Statistics, Chairman of the Standing Committee on Population on the studying the observations of the Standing Committee on Water Resources study tagged (population and water in the State of Qatar).
