Qatar ‘keen on enhancing public services to protect human rights’

The State of Qatar has adopted a strategic planning for the management of the state affairs and the delivery of public services to citizens and residents, through the implementation of a number of national strategies in various sectors aimed at establishing justice, equality, equal opportunities and protecting human rights and public freedom.
This was highlighted in a speech by Noor al-Sada, second secretary at Qatar’s Permanent Mission to the UN Office and Other International Organisations in Geneva, before the 30th session of the Human Rights Council item (3), during a panel discussion on good governance in the public service.
In recognition of the close relationship that links the public service and the promotion and protection of human rights, Qatar, represented by the Ministry of Labour and Social Affairs, has approved a training and continuing education policy for employees and education in the field of customer service and respect of human rights in order to build up and develop a public service characterised by professionalism, accountability and transparency as the essential elements of good
governance, al-Sada said.
The Ministry of Labour and Social Affairs is working to promote the concept of social accountability in the public service through the use of modern electronic systems in the management of customer requests, access to them and explore their views on the quality of services provided to them, she said.
The ministry is also working to involve the beneficiaries of its services in the planning and management of these services in order to achieve the principles of participation and transparency, said al-Sada.
What distinguishes the adoption of the State of Qatar of a human rights-based approach in the public service is also the establishment of “the Administrative Control and Transparency Authority,” which represents a watchdog on the government’s performance aimed at contributing to the achievement of the highest integrity and transparency indicators in the civil service sector and combating corruption in all its forms and manifestations,
