Cabinet approves draft decision on companies

The Cabinet yesterday approved a draft decision by HE the Minister of Economy and Commerce endorsing a model document for the establishment of single-ownership companies with limited liability.
The draft aims to simplify and facilitate procedures and to create an attractive climate for investment and the participation of the private sector in economic development, the official Qatar News Agency reported.
The ministry prepared the draft in the context of completing the issuance of necessary decisions for enforcement of Law No 11 of 2015, pertaining to the commercial companies’ law.
The Cabinet’s weekly regular session, held at the Emiri Diwan, was presided over by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani.
The Cabinet, which discussed a number of topics and took a set of decisions at the meeting, approved a draft law on biological weapons and decided to refer it to the Advisory Council.
According to the draft law’s provisions, any natural or legal person will not be allowed to “produce, develop, store, import, export, re-export, transit, possess by any means, maintain for self or others, transport directly or indirectly to any place within the State or abroad, or transform any biological element or toxin into a biological or toxic weapon, build, possess or run any establishment producing such weapons, possess or maintain any equipment for the production of such weapons or means of their usage or transport, the use of weapons, start using them or release biological or toxic elements with the aim of harming living beings or terrorising people”, the report said.
A supervision list, which includes biological and toxin elements, has been attached to the draft law.
Meanwhile, the Cabinet took necessary measures for the issuance of a draft law to endorse the State’s general budget for the 2016 fiscal year. It also took note of the recommendation of the Advisory Council on the draft law.
The meeting reviewed, and took the appropriate decision, on a letter by HE the Minister of Environment on the establishment of the Qatari construction code - Qatar Construction International Specification 2018.
Another issue taken up by the Cabinet pertained to a committee established by the Ministry of  Communication and Information Technology (ictQATAR).
The committee, chaired by HE the Minister of Communication and Information Technology and with the membership of two representatives of agencies concerned, will follow up on the e-government strategy and deal with the rules of co-ordination and contact between ictQATAR and the other ministries and government bodies to ensure that their plans and programmes are consistent with the general e-government strategy.
The Cabinet also took necessary measures to endorse an agreement between the governments of Qatar and Indonesia on the waiving of entry visa requirements for holders of diplomatic and special service passports.
