CRA seeks to address concerns on regulation

Following the Passive Civil Infrastructure Access Regulation issued by the Communications Regulatory Authority (CRA) earlier this year, the CRA has launched a public consultation to address concerns by the developers likely to be affected by the regulation.
The access regulation mandates all entities owning or controlling a telecommunications civil infrastructure to grant access to service providers. The regulation ensures a consistent and efficient access to these infrastructures in Qatar.
It requires any access provider that receives a request from a service provider for access to passive civil infrastructure to produce and maintain a standard access offer.
The developers likely to be affected by this requirement in the regulation have requested CRA’s assistance in drawing up this standard access offer, and a draft of this offer is the subject of this public consultation.
All interested parties are invited to provide their views and comments on the draft of the standard access offer for developers at the CRAconsultations@cra.gov.qa by March 30.
The CRA is the communications regulator in Qatar established by virtue of Emiri Decree (42) in 2014. The CRA regulates the communications and information technology sector, postal services, and access to digital media.
The CRA uses its regulatory powers mandated by the Emiri decree to protect consumer rights, ensure competition, manage the resolution of disputes, and manage the electromagnetic spectrum. In all its activities, the CRA seeks to ensure the provision of advanced, innovative and reliable ICT and postal services across the State of Qatar.
