The Cabinet has taken the necessary steps to issue a draft law that prohibits the development, production and storage of biological weapons.
At its regular weekly meeting yesterday, which was chaired by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani at Emiri Diwan, the Cabinet also approved a draft law amending some provisions of Traffic Law No 19 of 2007, the official Qatar News Agency reported.
The Cabinet was briefed on the recommendations of the Advisory Council on the draft law on biological and toxin weapons. The law defines such weapons as microbial, biological or toxin elements used in quantities that cannot be justified by preventive or other protective or peaceful purposes, whatever their origin or method. These also include any other weapons, equipment or means of delivery designed to use microbial or biological or toxin elements for hostile purposes or in armed conflicts.
Under the provisions of the draft law, any “natural or legal person” is prohibited from developing, producing, storing, importing, exporting or re-exporting, shipping (transit) or getting - in any way - or possessing any biological or toxin weapon.
“The draft law also prohibits retaining biological or toxin weapon for oneself or others, possessing or transferring it directly or indirectly to any place within or outside the country, converting any biological agent or toxins to a biological weapon, building, owning or managing a facility for the production of such weapons or their acquisition, or retention of any equipment designed for the production of these weapons or their means of delivery and use, or the use of weapons or any attempted use or release of biological agents or toxins in order to harm living organisms or terrify people,” the report said.
The Cabinet also gave its nod to two draft decisions by HE the Minister of Culture and Sports on the adoption of a contract model for setting up sports clubs and a guiding statute for such clubs. The Ministry of Culture and Sports had come up with the two draft decisions as part of its efforts to complete necessary procedures to give effect to provisions of Law No 1 of 2016 on organising sports clubs.
Meanwhile, the Cabinet approved a draft decree for ratification of the Asian Infrastructure Investment Bank agreement, signed in Beijing on June 29, 2015, a draft air services agreement between the governments of Qatar and Namibia and a draft memorandum of understanding for co-operation in the field of oversight between Qatar’s audit bureau and the Turkish court of accounts.
Further, the Cabinet reviewed and took the appropriate decision on a draft law pertaining the audit bureau and the sixth annual report of the Qatar Committee for Alliance of Civilisations for 2015.
