The Cabinet yesterday endorsed a draft law amending some provisions of Law No 15 of 2007 under which a wholly state-owned Qatari shareholding company will be established, and represented by Qatar Petroleum (QP), to market and sell petroleum products that fall under government regulation.
The draft law has been referred to the Advisory Council, the official Qatar News Agency (QNA) reported.
The QNA report  said “the text of Article 2 of the aforementioned (Decree) Law No 15 of 2007 shall be amended to include the addition that the company shall delegate  QP as a representative to market and sell government-regulated products on its behalf”.
After the regular weekly Cabinet meeting chaired by HE the Prime Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani at the Emiri Diwan yesterday, HE the Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah al-Mahmoud said the session took the necessary measures to issue a draft law on civilian honours after reviewing the recommendations of the Advisory Council on the matter.
According to the bill, civilian honours are awarded through an Emiri decision and come in the order of Sword of the Founder Sheikh Jassim bin Mohamed bin Thani, Sash of HH the Father Emir Sheikh Hamad bin Khalifa al-Thani and Order of Al Wajba.
An Emiri decision will create other honours and specify their order.
Whoever is awarded a civilian honour receives a patent signed by HH the Emir and the granting decision is published in the official gazette.
The Emiri Protocol Department is responsible for all executive powers related to the preparation of orders, their patents and following up on them.
Further, the Cabinet approved a draft law on the State Audit Bureau and referred it to the Advisory Council.
The bill stipulates that the State Audit Bureau is an independent regulatory authority that has a legal personality, directly follows HH the Emir, has a budget annexed to that of the Emiri Diwan and aims to oversee funds of the state as well as other entities under its jurisdiction.
The bill includes provisions related to entities under the oversight jurisdiction of the State Audit Bureau, the types of oversight the bureau handles, review reports, investigation into financial irregularities and the formation of the bureau and its staff system.
