NHRC calls for more clarity in foreign medical treatment rules

The National Human Rights Committee (NHRC)’s annual report has called for more transparency in the regulations followed in providing medical treatment to Qataris abroad.
According to local Arabic daily Arrayah, the report said approvals were given for 2,231 cases of foreign treatment for citizens in the first half of last year.
Nationals are allowed to secure the necessary medical care, which is not available in Qatar.
At the same time, the NHRC reviewed a number of complaints regarding alleged discrimination in providing this service, the daily said.
The committee criticised the dearth of approved regulations to determine how to respond to requests for treatment abroad based on uniform and objective standards.
Besides, the NHRC said there was no mechanism in place on how to deal with complaints and petitions in this regard.
The report has stressed the need for more effective control and monitoring of the service providers abroad to make sure that patients get the necessary services in a hassle-free manner.
While acknowledging the improvements and developments made in the field of public and private education in the country, the report expressed concern over the poor performance of students at all stages in local Independent schools in subjects such as mathematics, English and science, according to the daily.
The report also points to the absence of a proper link between school education and the requirements of the local labour market.
As for private schools in the country, the report said most students there were weak in the Arabic language and some other subjects. Also, there is clear disparity among the curricula followed in different schools.
Meanwhile, the report praised the efforts of Qatar University in making the newly launched College of Medicine a success and supporting the students enrolled there.
NHRC was established in accordance with Decree Law No (38) for the year 2002 to promote and consolidate the state of law, rights, freedoms and institutions in Qatar.
