The Cabinet has given its nod to a draft law that seeks to prohibit the use of mobile and other devices while driving and prevent the practice of making children below 10 years sit in the front seats of a vehicle.
The decision was taken at the regular weekly meeting of the Cabinet on Wednesday, chaired by HE the Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah al-Mahmoud at the Emiri Diwan.
According to the official Qatar News Agency (QNA), the Cabinet approved a draft law amending some provisions of the Traffic Law, as promulgated by Law No 19 of 2007, and decided to refer it to the Advisory Council.
Under the amendment, the text of Article 55 of the law is replaced, stating that the driver of a motor vehicle undertakes to comply with the following: avoid using any device - whether by carrying it, touching it or watching it - while driving, and not to allow children under the age of 10 to sit in the front seats of the vehicle while it is on the move.
Meanwhile, the Cabinet approved a draft decision by HE the Minister of Culture and Sports to issue rules and operational procedures pertaining to certain provisions of Law No 1 of 2016 regulating sports clubs.
The Ministry of Culture and Sports has prepared the draft resolution within the context of the completion of necessary resolutions to give effect to the provisions of the aforementioned law, particularly with regard to the involvement of such clubs in sports activities and by taking into account the principles of sports independence and relevant international standards.
The weekly meeting also approved a draft memorandum of understanding for co-operation in encouraging direct investment between the governments of Qatar and Kuwait, a draft co-operation agreement in the legal field between the governments of the Qatar and Macedonia and a draft air services agreement between the governments of Qatar and Peru.
Further, the Cabinet reviewed a report prepared by the government committee on the national action plan on human rights and took the appropriate decision.
Though there are many catastrophic causes while driving using mobiles, there are some good uses; for eg., using them for navigation. Co-passenger may be using his mobile, and driver can be charged under "watching it" clause. Mobiles when connected to the Car's bluetooth network may be used for communication. Does the law stipulate, not to talk also while driving. "even watching it" is a very qualitative statement. Needs clarity.
