Work related to the implementation of HH the Emir Sheikh Tamim bin Hamad al-Thani’s directives should be carried out by preparing plans and programmes in co-ordination with different ministries, HE the Prime Minister and Minister of Interior Sheikh Abdullah bin Nasser bin Khalifa al-Thani said yesterday.
At its regular weekly meeting yesterday, the Cabinet reviewed the speech delivered by HH the Emir at the opening of the 45th ordinary session of the Advisory Council, noting that it involved a clear action plan in order to achieve the goals of the coming period, the official Qatar News Agency (QNA) reported.
The Cabinet referred to Qatar’s Second National Development Strategy 2017-2022, included in the speech, which involves developing a culture of planning, work and accomplishment and altering the culture of consumption and ways of dealing with wealth.
After the meeting, which was chaired by HE the Prime Minister and Minister of Interior, HE the Deputy Prime Minister and Minister of State for Cabinet Affairs Ahmed bin Abdullah bin Zaid al-Mahmoud said the Cabinet approved a draft decision of HE the Minister of Economy and Commerce to amend some provisions of Law No 3 of 1992 regulating the sale of fruits and vegetables at the Central Market.
Under the amendment, the condition that those licensed to practice auction-related work should have a specific space at the market will be abolished. The aim behind this move is to encourage work in the said area and create a competitive environment.
The meeting approved a draft Emiri Decision to amend some provisions of Emiri Decision No 19 of 2011 to establish a permanent water resources committee.
The amendment provides for the addition of a representative from the Technical Committee to Stimulate Private Sector Participation in Economic Development Projects as a member of the permanent water resources committee, instead of a representative from the Technical Committee to Stimulate Private Sector Participation in Food Security Projects.
Further, the Cabinet gave its nod to amending some provisions of Law No 3 of 2003 on establishing a permanent committee for managing the Abu Samra border post. The provision involves adding a representative from the Ministry of Municipality and Environment.
Also, the Cabinet approved a draft decision by HE the Minister of Transport and Communications on Qatar’s Internet exchange point. Under this, a committee charged with matters related to the Internet exchange point shall be formed and it will report to the Communications Regulatory Authority. The committee is to be chaired by a representative of the authority.
Another decision involved the Cabinet approving a draft decision by HE the Minister of Municipality and Environment to issue the executive regulations of Law No 24 of 2010 regulating the use of pesticides in the GCC region.
Necessary measures were also taken to ratify three agreements. The first is between Qatar and Colombia on the cancellation of visa requirements for holders of diplomatic passports, the second is a memorandum of understanding (MoU) between Qatar’s Ministry of Justice and its Argentinian counterpart for co-operation in the legal field, and the third is an MoU to hold political consultations between Qatar’s Ministry of Foreign Affairs and its Argentinian counterpart.
Further, the Cabinet discussed a draft to amend some provisions of Income Tax Law No 21 of 2009 as well as a report by HE the Minister of Administrative Development, Labour and Social Affairs on the outcome of the 105th International Labour Conference, which was held from May 29 to June 11 in Geneva.
The Cabinet condemned the recent launch of a ballistic missile by the Houthi militia towards Makkah, saying it amounted to a serious provocation of Muslims around the world, QNA reported. The act also served as an undermining of efforts to resolve the Yemeni crisis peacefully, the Cabinet added, stressing Qatar’s position of supporting Saudi Arabia in its efforts to regain peace and stability in Yemen.
